The infrastructure, facilities, and popularity have developed quite a bit in the last few years (and will probably only continue to go in that direction), so it offers up exactly what you had hoped for.

Koh Rong Sanloem is part of the small cluster of islands situated 23 kms off the south west coast of Cambodia. It’s about a third of the size of Koh Rong, its “big sister” island, which is just 4 kms away across the water. There are no airports or roads to the island, so the only way to get here is via the boat from Sihanoukville. The GTVC Speedferry will take you from Sihanoukville to M’PaiBai in 40 minutes. (It runs 4 times a day – tickets via bookmebus.com > destination M’PaiBai – NOT Saracen) There are NO ATM’s on the islands but plenty at the ferry pier in Sihanoukville so bring enough cash with you. Both Khmer Riel and US Dollars are accepted in Cambodia.
